US EAST AND GULF COAST PORT STRIKE DISRUPTION

As of September 30, 2024, negotiations between the United States Maritime Alliance (USMX) and the International Longshoremen’s Association (ILA) have yet to reach an agreement on a new Master Contract. With the ILA threatening to strike as early as October 1, 2024, a shutdown of major terminals across the U.S. East and Gulf Coasts is anticipated. This strike could severely delay the delivery of import cargo.

One of the carriers, is invoking Term 10 of its Bill of Lading, which allows it to redirect cargo to alternative ports. Cargo will be available for pick-up at these alternate locations, but any additional costs incurred will be borne by the cargo owner, including inland transportation expenses. Stakeholders are advised to contact local representatives for further information and monitor vessel schedules online.

Other shipping lines are also preparing contingency plans. They are adjusting their operational guidance and policies for U.S. cargo bookings, including halting new refrigerated bookings and making adjustments to export schedules. Both demurrage and detention charges may apply depending on the location and transport mode. Shippers are urged to explore alternative routes and stay informed as negotiations continue to unfold.

Depending on the situation, carriers might omit certain ports. Cargo originally booked to the aforementioned vessels for the ports which are omitted might be shifted to other services calling the port prior to strike action if possible. If it is not possible, bookings might be rolled to the next vessel in the service to which it is currently booked.  Depending on the situation, carriers might even consider booking stops.
